Tests fail when ~/.gemrc has gemhome/gempath pointing to ~/.gem

Either the --config option is not getting passed in all functional tests, or there is a bug in RubyGems.

    Eric hodel has said that the default support for ~/.gem may not even be left in RubyGems, due to issues with 1.9 compatibility (Matz doesn't want to read the filesystem during interpreter start - something like that?)

    Not sure what correct resolution is, I'd still like to provide clean and easy no-sudo support.
