Add 'cleanup' directive to config

This patch adds cleanup directive to config files. If cleanup is set to true 'gem cleanup GEM' will be executed after
'gem install'.
This is only proposition. There's no tests and no docs.

i really don't use cleanup a lot, so I'd like to understand it
more. What are some of the types of problems this would solve?

It does not solve any problems. It's just a feature. We have
got a dozen or so workstations and we just want to keep them
all cohesive, without old and not used gems.
It will be great if geminstaller could uninstall gems
(better way than cleanup to maintain several tens of
workstations), and if it could read remote config.
ie. geminstaller --config http://domain.com/geminstaller.yml
