Support for GemInstaller in Rails 2.3 App Templates

From Josh Susser "We should modify the rails command to take an option to work with GemInstaller instead of using config.gem. This would allow using the same DSL to specify a gem in the app template, but it would add the gem to geminstaller.yml instead of adding a config.gem entry to environment.rb."
Also, it would be great to have a generator for geminstaller in rails apps (probably should be a separate ticket)
