Ensure openuri warnings are gone for good

in some older versions of rubygems, openuri spewed warnings. Make sure this is gone and resolve rubygems tickets related to this.

I haven't seen this for a while, and a quick search of the rubygems tracker turns up nothing (although that is hard to tell for sure from the rubyforge search interface).
