Automatically create, use, and manage writeable gem home if system gem home is not writeable

Catch write exception, and automatically install to and use ~/.gems, with a warning. Warning should tell user to add
~/.gems as default repo in their .gemrc, at which point warning will go away.

This is now the default under RubyGems >= 1.3.0, but there are some bugs if you have .gemrc point gemhome and gempath to only ~/.gem, at least on Leopard. See discussion on RubyGems mailing list.

Update. Need to confirm from RubyGems dev team whether the default autoinstall to ~/.gem will stick around under Ruby 1.9...
