Issues AutoInstalling Mongrel

This should not be an issue when rails is run via preinitializer.rb
anymore, just Mongrel when it runs Rails.
Low priority for now, workaround is to just restart server (in
dev) or run from CI/Capistrano on CI/deployable environments.
